Unable to assign Listings to markdown manager for discount?

It is MANDATORY to match the registered site for your eBay shop and the country site you selected for markdown manager.

It is easy to recognize the eBay site for a specific listing. However, the registered site for eBay shop is not with a single glance.

Each eBay account has its own registered country, but you can sell your product to many country sites within a single eBay account.

Go to Tools > Designer > Store Designer, click eBay store view, you may find out where you’ve registered for your eBay accounts.
